Enterprise Modernization Services Part 4.2: Oracle Partner Ecosystem
The Oracle ecosystem is shifting from migration to modernization partnership.
Oracle has committed EBS Premier Support through at least 2037, which makes migration elective rather than deadline-driven. That stretches demand across a decade and raises the premium on partners who can make the case for Fusion and stay embedded long after go-live.
ComCap’s latest sector report examines the Oracle Partner Ecosystem and the capabilities increasingly attracting strategic buyers and financial investors.
Key findings include:
The Oracle application services market is estimated to reach $98.6 billion by 2034, a 9.7% CAGR from approximately $42.8 billion in 2025.
We profiled 130+ ecosystem participants and identified 45 Oracle-relevant and adjacent transactions announced between January 2024 and July 2026.
Across 11 disclosed deals, approximately $12.0 billion in enterprise value changed hands at 2.2x–3.1x revenue and 13.5x–18.3x EBITDA.
Buyers are paying for OPN-certified talent, proprietary Fusion/EBS migration IP, regulated-industry depth in public sector, healthcare and BFSI, and multi-year AMS contracts — not delivery headcount.
Two acquirer playbooks are running in parallel: IBM built its Oracle Cloud consulting franchise through Accelalpha and AST, while PE-backed platforms execute tuck-in roll-ups against a fragmented provider base.
Fewer than one-third of Oracle EBS customers have migrated to Fusion, yet all new innovation flows exclusively to Fusion Cloud — sustaining demand well beyond 2030.
Where migration is mandatory, scale wins. Where it is elective, conviction does.
